Raqya Al-Khazali, a legal expert, clarified that approving the 2022 budget is an exclusive right of the upcoming government, and it is unacceptable for a caretaker government to take such action.

The expert stated: finding justifications for approving the budget set by a caretaker government is only to justify their constitutional breach.

She added: the current government can only be described as a caretaker government that does not have the right to send a budget draft and legislation to the parliament. Merely a newly assigned government can follow such a procedure.

Raqya concluded: the law is crystal clear, yet the upcoming government is obliged to present an economic and social vision that differs from what has been presented by its precedents.
