The incapability of applying the Islamic reformation and teachings in Islamic countries is the main reason of its shortcomings. Although the official religion of these countries is Islam, they are only connected to it by name. Regarding this issue, grand authority Said Sadiq Al-Hussaini Al-Shirazi states in his valuable book titled (From the Essence of the Authority) (Min Abaq AlMarjiyah): “The basic reason of shortcomings in Islamic countries is that they are only Islamic by name and motto”.
As a matter of fact, every country is familiar with its duties towards its people, for a government which does not know its obligations, does not exist. In this regard, AlShirazi says: “The mission of an Islamic government toward the nation is to maintain justice among their citizens living in homeland or abroad, to ensure a progressive life, to guarantee their source of sustenance, to properly educate them and to constantly maintain their security and stability”.
In this matter, the grand authority AlShirazi also says: “Islam does not call for overnight reforms; however, it gradually establishes them. First of all, Islam facilitates suitable jobs for the qualified ones, and then it provides them, from the state’s treasury, what helps them in their business so they can practice their job properly”.
Undoubtedly, successful gradual reformation and providing suitable job requires strong knowledge-based foundation, efficient awareness and humanistic culture that prevails the nation. Therefore, the country must push forward towards this direction, namely supporting developed popular culture and raising the awareness of a society at all levels. It is fundamentally important to disseminate humanistic culture among all segments of the society unexceptionally.
Ultimately, the justice of a state means the availability of the elements of liberation, the absence of oppression and the presence of different patterns of opinions, thoughts and visions along with eliminating the sources of dictatorship decisively in the state of justice. In this regard, grand authority Al-Shirazi says: "Under just Islamic system, life thrives in all its dimensions and aspects; as homeland is reconstructed, houses are built, land is planted, industry progresses, trade expands, resources accumulate and people settle down in an atmosphere devoid of injustice and inequity".
Prophet Mohammed (PBUH) was an icon of leadership as he endeavored to form the state of justice in every possible field with the sustainable application of the gradual reformation method. Therefore, freedoms were given a growing strength, as the restrictions over creativity are dropped in all aspects and individualism was totally not existing. The grand authority Al-Shirazi says: "in the state of justice, there are neither restrictions, nor shackles, nor imprisoning, nor torture, nor problems nor poverty. That is why prosperity, progress, trust and love were common during the Islamic governance and are lost nowadays even with the availability of obtainable resources".
